이동통신 3사가 상용화 서비스를 시작함으로써 우리는 세계 최초로 5G 상용화에 성공했습니다.

5세대 이동통신입니다. 세계 최초 초고속인터넷 상용화에 이은 또 하나의 쾌거입니다.

Korea succeeded in commercializing 5G mobile technology for the first time in the world with the launch of commercial services by its three carriers. It is yet another remarkable feat that builds on our having been the first in the world to commercialize ultra-high-speed internet service.

개인 사용자들은 휴대폰으로 이동통신서비스를 접하기 때문에, ‘지금 스마트폰으로 충분한데, 5G가 왜 필요하지?’라고 생각하실 수 있습니다. 결론부터 말씀드리자면, 4세대 이동통신은 ‘아직까지는’ 빠르지만, ‘가까운 미래에는’ 결코 빠르지 않습니다. 

Individual subscribers accessing mobile telecommunication services through their cell phones may wonder, “Why do I need 5G when my smartphone is sufficient?” To get straight to the point, fourth-generation mobile service is still considered fast, but in the not-too-distant future, it will never be deemed that fast.  

 

냉장고, 세탁기, 오디오, 텔레비전, 스위치, 침대까지 가정에서 사용하는 사물인터넷은 우리의 일상을 크게 바꾸고 있습니다. 사물인터넷을 이용하는 제품이 늘어나는 것은 사용하는 데이터 통신량이 그만큼 많아진다는 뜻입니다. 

The internet of things at home – refrigerators, washers, audio components, televisions, electrical switches, beds – is changing our everyday lives. That the number of IoT-based products is growing means an increase in the use of related data communications. 

 

자율주행자동차, 스마트공장을 비롯해 데이터 통신을 이용하는 분야는 앞으로 급속도로 늘어날 것입니다. 

기존 통신망으로는 과부하가 걸리게 됩니다.

The number of sectors that utilize data communications, including self-driving cars and smart factories, will increase exponentially going forward. Existing communication networks will end up overloaded.  

 

자동차가 많아질수록 더 넓은 길이 필요한 것처럼 사물과 사물을 연결하고, 데이터를 주고받는 이동통신망도 더 넓고 빠른 길이 필요합니다. 

The more cars there are, the broader the roads needed. Similarly, mobile communication networks will require broader, faster routes for ever-expanding data exchanges and connections between things.   

 

기존 4G보다 속도는 20배, 연결할 수 있는 기기는 10배 늘어나고 지연 속도는 10분의 1로 줄어든 넓고, 체증 없는 ‘통신 고속도로’가 바로 5G입니다. 

Compared to the existing 4G, the speed will become 20 times faster, the number of connectable devices will increase ten-fold, and delays will fall to one tenth of today’s rates. A broader, congestion-free communication highway – this is what 5G is all about.

 

경제에서도 5G는 고속도로로 비견될 수 있습니다. 

산업화 시대, 고속도로가 우리 경제의 대동맥이 되어 주었듯, 4차산업혁명 시대에는 방대한 데이터를 아주 빠르게 전송하고 실시간으로 모든 것을 연결하는 5G 이동통신이 우리 산업과 경제에 새로운 기회를 만들어 줄 것입니다. 

Economically, 5G can be likened to a highway. Just as highways served as the main arteries of our economy during industrialization, 5G mobile networks characterized by the super-fast transfer of huge data and the hyper-connectivity of everything in real time with ultra-low latency will generate new opportunities for Korea’s industries and economy in the era of the Fourth Industrial Revolution. 

 

무엇보다 5G는 대한민국 혁신성장의 인프라입니다. 

5G가 분야에 융합되면, 정보통신 산업을 넘어 자동차, 드론, 로봇, 지능형 CCTV를 비롯한 제조업과 벤처에 이르기까지 우리 산업 전체의 혁신을 통한 동반성장이 가능합니다. 

More than anything else, 5G serves as the infrastructure for innovative growth in the Republic of Korea. The convergence of 5G and different industrial sectors will enable shared growth by innovating all of Korea’s industries – from the information and communications industry to such manufacturing and business ventures as automobiles, drones, robots and intelligent CCTVs.

 

2026년이면 세계 5G 시장 규모는 1,161조 원으로 예상됩니다.

작년 반도체 시장 규모가 529조 원이었던 점을 감안하면, 2배 이상 큰 대규모 미래시장이 창출되는 것입니다. 

In 2026, the global 5G market is projected to be worth 1.16 quadrillion won. Considering the market size of semiconductors last year amounted to 529 trillion won, this is the equivalent of creating a massive new market more than double the size.

 

모든 산업의 디지털 혁신도 가속화될 것입니다. 지금까지 불가능했던 혁신적인 융합서비스로 자율주행차, 스마트공장, 스마트시티 등 4차산업혁명 시대의 대표 산업들이 본격적으로 발전하게 될 것입니다.

또한, 인공지능, 클라우드와의 결합을 통해 주력 제조업의 생산성을 획기적으로 높이는 산업구조 혁신으로 이어질 것입니다. 

The digital innovation of all industries will be accelerated. Innovative convergence services – impossible until now – will make it possible to foster in earnest such signature industries of the Fourth Industrial Revolution as self-driving cars and smart factories and cities. In addition, the combination of artificial intelligence and cloud computing will spur innovation in industrial structure that can significantly boost the productivity of flagship manufacturing. 

 

국민 여러분,

My fellow citizens, 

 

5G는 열려 있는 세계입니다. 기존 이동통신기술이 사람과 사람을 연결했다면, 5G는 사람 간 연결은 물론 모든 사물까지도 연결합니다. 5G에 기반한 신산업 생태계는 우리 청년들에게는 새로운 도전의 기회, 국가적으로는 제2벤처붐을 일으키는 기회가 될 것입니다. 

5G is an open world. Existing mobile communication technologies have been used for people-to-people connections, whereas 5G adds connections to all things. The 5G-based new industrial ecosystem will provide opportunities for our young people to take on new challenges and for the nation to give rise to a second venture boom. 

 

5G와 결합한 첨단 과학기술은 우리의 삶을 더욱 풍요롭고, 안전하게 만드는 데에도 기여할 것입니다. 

Combining state-of-the-art technologies with 5G will help make our lives richer and safer.

 

특히 의료, 교육, 교통, 재난 관리 분야는 5G 기술과 서비스가 가장 먼저 보급될 곳으로 꼽힙니다. 

Among other things, 5G technologies and services must first be applied to such areas as healthcare, education, transport and disaster control. 

 

이동 중인 구급차 안의 환자를 의사가 실시간으로 확인하여 골든타임을 확보할 수 있습니다.  자율주행차 운행 중 생기는 돌발상황이나 장애물에 즉각적으로 대처하여 더욱 빠르고 안전한 이동, 교통 혼잡 감소, 에너지 절감이 가능해집니다. 

With doctors diagnosing patients in real time during their ambulance rides, it will be possible to provide treatment within the critical golden hour. Utilizing self-driving cars will enable faster and safer travel as well as help reduce traffic congestion and energy use through a swift response to unexpected situations or obstacles.

 

지역의 제약을 넘어, 배우고자 하는 누구나, 어디에서나 실감나고 몰입도 높은 원격 교육을 받을 수 있습니다. 

화재를 비롯한 재난현장에서 사람의 위치를 정밀히 파악하고, 고화질로 상황 정보를 전달하여 인명 피해를 줄일 수 있습니다. 

Irrespective of geographical constraints, it will become possible for anyone eager to learn to receive realistic and immersive distance education. The number of casualties can be reduced once it becomes possible to pinpoint the location of victims and transmit situation-specific, high-definition information from the scenes of fires and other disasters.

‘세계 최초’의 의미는 대한민국 표준이 세계 표준이 될 수 있다는 의미입니다. 

1996년 세계 최초 CDMA 상용화, 1998년 세계 최초 초고속인터넷 상용화에 이어 대한민국 표준이 세계 표준이 될 세 번째 문을 열었습니다.

The significance of being first in the world is that the standards set by the Republic of Korea can become the global standards. In 1996 and 1998, Korea became the world's first country to commercialize code-division multiple access, or CDMA, and ultra-high-speed internet, respectively. The Republic of Korea has now opened a third door to turn its standard into the global standard.

 

세계는 이미 5G 조기 상용화를 위한 치열한 경쟁을 시작했습니다.

우리가 한걸음 앞섰을 뿐입니다. 이제는 ‘세계 최고’를 향한 도전을 시작해야 할 때입니다. 

Many countries around the world are already engaged in fierce competition over the early commercialization of 5G. We are now just one step ahead. This is the time for us to take on the challenge of becoming the world's best. 

 

무엇보다 통신 시장을 바라보는 관점이 달라져야 합니다. 단말기와 장비, 서비스와 콘텐츠 분야의 스타 기업이 각각의 분야에서 경쟁하는 시대는 지났습니다. 하드웨어와 소프트웨어, 정부와 민간이 하나의 생태계를 이루며 융합하고 협력해야 합니다.

More than anything else, we must change our view of the telecommunication market. The era where leading businesses compete in the entirely separate sectors of handsets, equipment, services and content has come to an end. Hardware and software as well as the government and the private sector need to be combined to form a single ecosystem for convergence and collaboration. 

 

이번에 우리가 세계 최초로 5G 상용화를 할 수 있었던 것도 과기부와 통신3사, 단말기 제조사 간의 원활한 협력이 있었기에 가능한 일이었습니다. 5G시대의 선도를 위해 힘을 모아 주신 관련 업계에 감사드립니다. 

Korea commercializing 5G for the first time in the world was made possible thanks to smooth cooperation among the Ministry of Science and ICT, Korea's three leading carriers and mobile phone manufacturers. I would like to express my appreciation to those in the relevant industries for joining forces to take the lead in the era of 5G. 

우리 정부는 국가 차원의 ‘5G 전략’을 추진하여 세계 최고의 5G 생태계를 조성하려 합니다. 

2026년 세계시장의 15%를 점유하고 양질의 일자리 60만개 창출, 730억불 수출을 달성하겠다는 목표를 세웠습니다. ‘민관합동 5G 플러스 전략위원회’를 구성하고, 모든 부처가 한 팀이 되어 5G 조기 활성화를 추진할 것입니다. 

The Korean Government will push ahead with a national 5G strategy to create the world's best 5G ecosystem. It has set goals to increase Korea's global market share to 15 percent, generate 600,000 quality jobs and achieve US$73 billion in exports by 2026. It will also establish a public-private joint 5G plus strategic committee, and all government ministries and agencies will work together as one team to provide impetus to 5G in the early stages. 

 

정부와 민간이 함께 30조원 이상을 투자하여 5G 전국망을 2022년까지 조기에 구축하고, 네트워크 장비, 차세대 스마트폰, 로봇, 드론, 지능형 CCTV, 자율주행차, 스마트공장, 스마트시티 등 5G 기반의 새로운 산업과 서비스를 육성하겠습니다. 

The Government and the private sector will jointly invest more than 30 trillion won and establish a nationwide 5G network at an early stage by 2022. We will also help foster new 5G-based industries and services, ranging from network equipment, next generation smartphones, robots and drones to intelligent CCTVs, self-driving vehicles, smart factories and smart cities. 

 

처음 걷는 길인만큼 예측하기 어려운 부분도 있고 시행착오도 있을 수 있습니다. 

정부와 공공 분야에서 먼저 5G를 도입․활용하고, 과감하게 실증사업과 시범사업을 실시하여 시장이 빠르게 활성화될 수 있도록 돕겠습니다. 

As this is an unprecedented path, there may be hard-to-predict areas as well as trials and errors. The Government and affiliated organizations will be the first parties to adopt and utilize 5G and boldly carry out testing and pilot projects, thereby helping the market take off as quickly as possible.

 

민간의 투자를 활성화하기 위해 망구축에 세제 혜택을 주고, 세계적 수준의 테스트베드를 조성하겠습니다. 

중소기업 제조혁신을 위해 5G-팩토리 1,000개 구축을 지원하고, 주력 제조산업의 생산성을 혁신하는 한편, 5G 시대를 이끌어갈 인재를 양성하고 창업을 적극 지원하겠습니다. 

Tax credits will be provided for establishing 5G networks in a bid to stimulate private-sector investment, and world-class test beds will be formed. We will assist in establishing one thousand 5G factories for the sake of manufacturing innovation at SMEs and increase productivity at flagship manufacturing industries. In addition, we will nurture talented professionals who will lead the 5G era and will actively support startups.  

 

전세계적으로 우려가 큰 보안 문제를 해결하기 위해 정보보호와 보안 관련 연구개발에도 힘을 쏟겠습니다.

규제가 신산업의 발목을 잡는 일이 없도록 규제혁신에도 더욱 속도를 내겠습니다.

The Government will focus its efforts on information protection and security-related R&D with a view to solving major global concerns around security issues. We will further accelerate regulatory reform so that regulations do not hold back new industries. 

 

평창 동계올림픽 360도 중계, 작년 4.27 남북 정상회담 때 프레스센터에서 사용된 스마트월처럼 언제나 기회가 생기면 대통령부터 나서서 우리의 앞선 기술을 홍보하겠습니다. 

I, as President, will promote our advanced technology whenever an opportunity presents itself, for example the 360-degree virtual reality live broadcasts during the PyeongChang Olympic Winter Games and the smart wall used in the press center for the inter-Korean summit on April 27, 2018. 

 

디지털 격차를 줄이는 일도 중요합니다. 5G 시대의 혜택을 모든 국민이 고루 누릴 수 있도록 하는데 정책의 중점을 두겠습니다.

It is also important to narrow the digital divide. The policy focus will be placed on ensuring that every citizen will enjoy the benefits of the 5G era equally.      

 

필요에 따라 선택할 수 있는 다양한 중저가 요금제가 나오도록 사업자와 협력해 나가는 한편, 통신복지 사업을 차질 없이 추진하겠습니다. 취약계층에 대한 요금 감면을 지속적으로 추진하고 병사 전용 요금제를 비롯한 특화요금제 도입과 저소득층 학생이 무료로 교육콘텐츠를 누릴 수 있도록 하겠습니다. 

We will cooperate with carriers to help introduce a range of low- to mid-priced plans that subscribers can choose from according to their needs while seeking, without fail, to assist with telecommunication service subscriptions for the people’s wellbeing: Further reducing subscription fees for the underprivileged will be pursued; special subscription plans, for example for soldiers, will be introduced; and students from low-income households will be able to access educational content free of charge. 

 

또한 장애인과 어르신이 새로운 통신기기에 쉽게 접근할 수 있도록 취약계층의 생활 편의기술(Able Tech) 개발을 지원하고 공공서비스를 확산하겠습니다. 

In addition, support will be given to develop Able Tech, technologies designed to make life more convenient for the underprivileged, and related public services will be expanded so that people with disabilities and seniors can easily try new telecommunication devices.

세계 누구도 가보지 못한 길을 향한 우리의 한걸음 한걸음에 세계의 많은 국가와 기업들이 주목하고 있습니다. 

A great transition has just begun for the Republic of Korea. Many countries and businesses around the globe are paying attention to each step we make along a new path that no one else in the world has taken.  

 

우리는 늘 변화에 능동적으로 대처해왔습니다. 이제는 세계적인 혁신을 이끌려고 합니다. 5G 시대는 우리가 생각하고 만들면 그것이 세계의 표준이 되는 시대입니다. 세계 최고를 향한 도전을 결코 멈추지 맙시다.

We’ve always responded proactively to changes. Now, we are set to lead world-class innovation. In the 5G era, what we conceive and create will become the global standard. Let’s never pause in the race to the world’s best.
